Preamble

In Canada and throughout the world, there are millions of children who are deprived of love, security, food, health care, shelter, and education due to living conditions or because they have been abused or abandoned.
 
The absence of these basic rights in early childhood can make children feel insecure, unwanted, frustrated, and disappointed to the point that they lose any hope for the future and any desire to make a positive contribution to their community.
 
Such children may grow up to become troubled adults who are often at the centre of social problems. By investing early on in their future, we ensure a better tomorrow
